SOLGM is a part of the Government Regulatory Practice Initiative (G-REG). G-REG is a network of central and local government regulatory agencies established to lead and contribute to regulatory practice initiatives. It works on actions that improve professional leadership, culture, regulatory practice and workforce capability in regulatory organisations and systems.
It has three areas of focus:
The primary activity relates to the qualifications framework. G-REG leads the development and delivery of the qualifications, and key requirements, partnering with the state sector industry training organisation to do so.
Other actions planned or underway fall under the following themes:
- The management of information to support regulatory activities
- The exercise of discretion and the regulatory toolkit
- Addressing risks and the perception of risks
- Regulatory stewardship
- The future of the qualifications

Regulatory Compliance Qualifications
The regulatory compliance qualifications framework is made up of five nationally recognised qualifications:
- New Zealand Certificate in Regulatory Compliance (Core Knowledge) - Level 3
- New Zealand Certificate in Regulatory Compliance (Operational Knowledge) - Level 4
- New Zealand Certificate in Regulatory Compliance (Operational Practice) - Level 4
- New Zealand Certificate in Regulatory Compliance with strands in Audit, Inspection, Investigation and Operations - Level 5
- New Zealand Diploma in Regulatory Compliance Investigations - Level 6
Level 3 is a core knowledge certificate relevant to a broad audience including regulatory practitioners, policy advisors and support staff. The qualifications at level 4 and above are primarily for practitioners. Please note the level 4 (Operational Knowledge) qualification is a prerequisite for level 4 (Operational Practice).
These qualifications are designed to improve capability and recognise the expertise that already exists. Through the promotion of a common language and common approaches, the framework will encourage professionalisation, greater cooperation, and higher service standards across the sector.

G-REG is partnering with the Skills Organisation to develop and deliver the qualifications. As the state sector industry training organisation (ITO), the Skills Organisation is accredited by NZQA to facilitate and support workplace education. More resources on G-REG and the qualifications are available on the Skills website.
