This workshop has been specifically developed for Committee Advisors who support District Licensing Committees. It is an opportunity to hear about how the process to support a District Licensing Committee (DLC) has evolved over the last year and to look at the best practice emerging around the hearings process.

Taituarā in partnership with Steve McDowell from Meeting and Governance Solutions presented workshops around New Zealand in 2014 in relation to Committee Advisors and their role with District Licensing Committees.

By popular demand we are delighted to present a further series of workshops on how the role of the Committee Advisor has been applied over the last year and the experiences and learnings coming out of DLC hearings.

Steve has been at the forefront of hearings over this time appearing in front of District Licensing Committees, working with the alcohol industry and councils on Local Alcohol Policies and appearing in front of the Alcohol Regulatory and Licensing Authority. His experiences are invaluable to Committee Advisors.

This workshop will provide participants an opportunity for in depth discussion around:

• Types of licences and certificates
• Logistics for a hearing – e.g. notification; room set up
• The relationship with the Inspector and the members of the DLC
• Proceedings and procedures of a DLC
• Hearings and decisions on the “papers”
• Evidence
• Confidential information before and during hearings
• Record keeping / note taking
• Closing submissions
• Decisions – format; who does what; minutes and decisions
• Appeals – what is required from the DLC
• Local Alcohol Policies (LAP) – what are they; recent experiences from hearings at the
Alcohol Regulatory and Licensing Authority (ARLA)

• Other Democracy Services staff that may have to cover for staff at a DLC meeting
• Legal and regulatory staff who will be supporting the DLC
