This report by McGredy Winder & Co was commissioned as a 'thought experiment' that helps the sector (and individual local authorities) to identify the opportunities and risks created by a shift towards large scale delivery by Council Controlled Organisation (CCO). This is not a piece of advocacy by, for or against the shift to delivery by CCO. The report should not be considered SOLGM's position on the shift to delivery by CCO.
The report provides an assessment of the possible impact of key infrastructure services being delivered at arm's length from local elected officials, their decision making and the local council organisations that support them, would have on the shape and nature of local government over the course of the next 30 years.
The report assumed that the following activities or services make up the suite of network infrastructure for which local government is currently responsible:
- Sold waste
- Transport (roading and associated)
- Public transport.
The report does not attempt to make detailed predictions of how delivery of network infrastructure will develop over the next 30 years and the impact that would have on local government structures and practice. Instead, it creates a framework through which general movements can be assessed and associated issues can be identified and raised.
