The Construction Sector Accord is a genuine partnership between industry and government working to fix many of the issues and challenges facing the construction sector to create a high performing sector. This round-table discussion will provide chief executives with an overview of the Accord, and what it means for the local government sector. We will be joined by representatives of the Accord, central government and the private sector.

Prior to joining Auckland Council as Chief Operating Officer where he was responsible for supporting the city’s growth and delivering on customer-service expectations, including regulatory approvals, community services, region-wide capital works and facility management, environmental services and civil defence. He was previously managing director of AECOM NZ.

He has a passion for developing teams and solutions to solve how we can best deliver high quality infrastructure for New Zealand.
He works across a wide range of delivery models such as Alliances, Design and Construct, PPPs, Build only, and led the successful delivery of Pukeahu - the National War Memorial Park.
Duncan is the Executive General Manager of Strategy and Development at Downer New Zealand. He has responsibility for engaging with a wide range of stakeholders, including central and local government, iwi, private developers, funders and designers across all components of the infrastructure sector. Good procurement practice and collaborative solutions are a focus. His strong project Board governance on the likes of Central Plains Water sit well with the drive to overcome ever increasing challenges of the infrastructure industry, resource availability and reuse, changing weather patterns, the need for innovative funding solutions, and broadening the workforce diversity and skill level.

Deputy Chief Executive, Building, Resources and Markets, MBIEChris leads MBIE’s Building, Resources and Markets Group.
The Group supports a fair, competitive business environment and well-functioning telecommunications, building and construction, and energy and resources markets. It also serves as the New Zealand Government's Procurement and Property Functional Leader.
Chris co-chairs the Construction Sector Accord Steering Group with Peter Reidy, Chief Executive Fletcher Construction, to oversee the development and delivery of the Construction Sector Accord and the Construction Sector Transformation Plan.
The Construction Sector Accord is a shared commitment between government and industry to transform the construction sector. The Transformation Plan is a three-year action plan for change focussed on addressing the challenges faced by the sector.
Other priorities under Chris’ leadership to drive change include the, the Building System Legislative Reform Programme, the Building Code update programme, and the Building for Climate Change programme.
Chris has held various public sector policy roles in New Zealand and abroad including The Treasury (New Zealand and United Kingdom) and the Ministry of Social Development. He also spent time in the UK supporting government procurement of infrastructure (mainly schools and urban regeneration projects).
Carl Blanchard

Partner, PwCCarl leads PwC’s infrastructure, real estate and capital activities in New Zealand.
Carl has worked extensively with boards and senior management teams. He has an excellent understanding of central and local government, with many of his (former) Treasury peers now occupying CEO and senior management positions within the Crown. His local government experience commenced at the Treasury, and continues to the present day, having provided advice to Auckland, Wellington, Hamilton, New Plymouth, Hawkes Bay, Otago and Christchurch Councils. He has advised DIA previously.
His commercial experience spans 28 years including roles as the head of the Direct Investment team at ACC (with a mandate of investing in infrastructure) and also the Managing Director of investment banking at Jarden (formerly First NZ Capital). He started his career with six years at the Treasury.
Carl is Deputy Chair of the Takeovers Panel.
