About this event
This one day seminar is an opportunity for local authorities nationwide to come together and discuss the implications of the Local Government Act 2002 Amendment Bill (2), also known as the Better Local Services Legislation. The Amendment Bill looks at:
- extending the role of the Local Government Commission to re-organise local authorities,
- establishment of CCOs across councils, including the transfer of functions,
- accountability requirements for new and existing CCOs,
- amalgamation process,
- extension of regulations and the creation of more financial and non-financial benchmarks and performance measures.
This event will explore these changes through a series of discussions and plenary sessions. The Better Local Services Seminar is an opportunity to learn about the Bill and its implications, and to contribute to the development of the local government sector’s submission on the Bill.
Please note that this event is primarily for councils, attendance by external parties will be Taituarā invitation only.

This event is intended to inform local government staff of the Better Local Services Legislation. A range of council functions will be affected by the changes, from CCO management, finance, policy, strategy to asset management.

Raymond re-joined Taituarā in June 2014 as Sector Improvement Manager, before commencing his current role as Chief Advisor at Taituarā. He has spent most of the last 20 years in local government related roles, most recently with the Department of Internal Affairs.
He describes his job as two-thirds providing assistance to the local government sector and one-third providing advice to central government on local government matters. His ambition is to help develop a Local Government Act that doesn’t require changes every 18 months. He asks that you wish him well with this task.

Advisor, Sector ImprovementShivani joined Taituarā in September 2015 as our Advisor, Sector Improvement. Her role involves providing sound advice and guidance to the sector. She is excited about joining our team, and having the opportunity to further work with local authorities. Shivani holds a Master of Arts in European studies with Distinction, Postgraduate Diploma in Business Management, and Bachelor of Arts in Spanish and European Languages and Cultures from the University of Canterbury. Her passion for local government brings relevant experience to a newly created role.

Michelle has more than 20 years experience in taxation and in particular has focussed on tax issues that impact on the public sector.
Michelle advises a large number of local authorities and is proud to make a difference to outcomes at the local community level.
Outside of work, Michelle enjoys road cycling and more recently mountain biking. She is a keen sports fan and is a long suffering Hurricanes fan.
Mike Reid

Mike was originally employed at LGNZ in 1996 as Manager of the Governance Team. Since 2011, Mike took up his newly created role of Principal Policy Advisor.
Mike’s role sees him provide thought leadership, sector advocacy and stakeholder management in relation to governance, public policy, constitutional issues, performance indicators, ethics and the overall legislative framework under which local government operates.
Mike has completed his PhD in public policy in 2011 and is a member of the Institute of Public Administration New Zealand.
Away from the office, Mike is kept very busy working on his 10 acre block in Levin. He likes to play the violin and is enjoying learning to play the classical guitar.
