Since 2010, local government in Britain has grappled with the challenge of the UK Government's austerity programme. In July 2016 Taituarã published Austerity: Creating service resilience. This report asked how UK councils were delivering services with dramatically less funding and how relevant practices could be, applied in New Zealand. Taituarã believed there was more to learn from the UK experience. The search for a "richer picture" led to the 2017 NZ Taituarã Chief Executive Study Tour to England, Scotland & Wales (ES&W). This report explores how councils and communities in Britain tackle demographic, economic, environmental, social and technological change after eight years of compounding financial constraints, and addresses the lessons for New Zealand.
