Dr. Keith Robinson presented the experience of Wiltshire Council in the UK, the challenges and successes of its reorganisation.  In this talk, Dr. Robinson explained:

• The challenges which led to rethink the purpose of local government in Wiltshire England
• The models of leadership in successful organisation which shaped their strategy
• The process which they followed in preparing for reorganisation
• The key principles in successful transition, improved customer contact, sustained performance throughout the transition, cost savings, creation of One Culture and a new model of governance
