Background

In 1999/2000 the Top of the South Branch of SOLGM initiated the SOLGM Legal Compliance Programme.

The programme is based on a cooperative approach to developing “good practice” legal compliance processes and procedures across a range of local government activities, utilising the existing knowledge base within local government and sharing the costs.

The legal compliance framework and associated programmes is an internet based system with its own website – www.solgm.co.nz.  Access to the site is restricted by password to paying subscribers.

In 2003 responsibility for the programme transferred to the SOLGM national office in Wellington.  It is overseen by the SOLGM Centre of Excellence through the Legal Compliance Programme Working Party.

The website was re-built and was re-launched on 1 July 2004.

Objective

The objective of the programme is to assist local authorities in identifying and meeting their legal obligations by:

  • Developing a legal compliance framework for local authorities; and
  • Developing a series of specific legal compliance modules relating to specific areas of local government activity, based on the framework

Participation

There are 84 member authorities.  Each has full access to the website via an individual local authority password.  Member authorities pay an annual fee (currently $2,500).  This funds the development, maintenance and operation of the programme.
