Not Just Hot Air

NZ Society of Local Government Managers (SOLGM) released the final guide in the 2009 and Beyond Series, Not Just Hot Air. This guide deals with the New Zealand Emissions Trading Scheme (ETS) and the 2009-19 Long Term Council Community Plans (LTCCPs).

Not Just Hot Air guide focuses on assisting local authorities in New Zealand to adequately reflect the implications of the Emissions Trading Scheme in their draft LTCCPs within the time available.

This guide does not attempt to deal in detail with all aspects of the Emissions Trading Scheme, or its potential implications for local authorities and there communities.

This guide was developed when the Emissions Trading Scheme was passed into law in September 2008. The SOLGM Strategic Planning Working Party during its September meeting agreed that the development of the guide for the preparation of the draft LTCCP was an urgent priority.

Note this is a “pre-publication” version (i.e. the word file) of the guide. This version is being made available to get the Not Just Hot Air guide available as quickly as possible to help those local authorities that are at an advanced stage of preparation of the LTCCP. The final publication will be available before November 14.
