About Membership

SOLGM has approximately 570 members (full, honorary, associate and life members) throughout all local authorities in New Zealand, comprising:

  • Chief Executives
  • Second tier managers reporting to the Chief Executive
  • Managers with significant management, policy or strategic development responsibilities

These members span all disciplines required in local government – general management, financial management, strategic management, policy development, economics, engineering, regulatory (resource management, building control, food licensing, etc), community development, recreational and cultural management.

A new type of membership – Associate Membership was introduced in 2006. This will allow local authority staff who do not qualify for full membership to join SOLGM.

A Code of Ethics sets the expected professionalism and integrity of members of SOLGM.

Eligibility

Full Membership

  1. The chief executive officer however designated.
  2. Executive officers accountable to the chief executive officer for any department of the authority, however designated.
  3. Other executive officers of the local authority however designated, responsible for a substantial activity of the authority, where, in the opinion of the chief executive of the authority and supported by the National Executive, that person is considered to be involved in significant management responsibility, or significant strategic or policy development. Any person aggrieved by any decision may have the right of appeal to the National Executive.
  4. Other officers who qualified for membership under any former rules and who were financial members as at 11 June 1989.

Associate Membership

Subject to rules 3.2.1 to 3.2.3 the Executive may at its discretion, confer associate membership upon any person employed by a local authority or a council controlled organisation who does not qualify for membership under rule 3.1 (see Eligibility for Full Membership above)

Please note that in some circumstances it will be necessary for your Chief Executive Officer to provide advice regarding your eligibility for membership as a "Manager". We recommend that you fully discuss this issue with your CEO and the Secretary or Executive members are available for advice if necessary.
