We've just released this report which is the result of some work SOLGM began last year on the effects of fiscal constraint on councils. The objective was to understand ways in which councils can manage these effects and find innovative ways to increase and improve their resilience in service delivery to their communities.

The report focuses on four concepts used by English councils to meet the challenges of the austerity measures introduced since 2008 - service design and identification, co-production, increased community engagement, and shared service arrangements. It's been designed to assist managers and staff explore these alternate service delivery concepts and models - the application and adoption by councils of some or all of these could well become an important aspect of building resilience into New Zealand local government service delivery.

You can find the report in our website here. We'd like to thank those, and their councils, who worked with the team on this - Charlotte McGimpsey, Wairoa District Council, Denise O’Shaughnessy, Auckland Council, Gillian Payne, Western Bay of Plenty District Council and Julie Clausen, Hamilton City Council.

This is the latest 'Think Piece' from SOLGM's Sector Improvement team - previously published reports can all be found in the Sector Resources menu in our SOLGM.org.nz website.

SOLGM Leadership Programmes

We've had a fantastic response to my recent email about our new 12 month leadership programme, LGExecutiveLeaders and the first intake, which will start in November is nearly full. If you're in a senior leadership position and considering taking the next step I'd recommend emailing our Learning and Development Manager, Natalie Stevens as soon as possible. Learn more about this programme here.

We still have capacity in the LGAcceleratedLeadership programme starting shortly in the Bay of Plenty (and in other regions of the country following that). This five month programme is aimed at those who are relatively early in their leadership careers. It is highly interactive, practical, and designed to allow participants to discuss and debate the qualities and behaviours of great leaders, including how to be an authentic leader, make a difference in their role, and deliver results for their councils.

You can find more about all of SOLGM's leadership development programmes and initiatives in our website here. The range of initiatives is designed to provide leadership enhancement opportunities for staff working in all tiers of local government.
