This interactive one day event is an opportunity not to be missed for local authorities nationwide to come together to gain an understanding about how changing demographics could impact their communities and how to plan for those changes.
The event will explore, in multiple workshop sessions, many of the issues facing New Zealand due to changing demographics within both rural and urban communities. Delegates will hear from experts in the field, have the opportunity to share ideas and information with their peers and learn about potential strategies, particularly around the principal role of service delivery, for meeting the future needs of their communities.
Included in the event are a series of interactive workshops on:
- ageing population and local authorities
- applying international lessons and strategies to changing demographics in rural New Zealand
- engaging communities on changing demographics
- role of economic development
Who should attend?
This event is intended to provide support to local government staff and elected members in understanding changing demographics.

Advisor, Sector ImprovementShivani joined Taituarā in September 2015 as our Advisor, Sector Improvement. Her role involves providing sound advice and guidance to the sector. She is excited about joining our team, and having the opportunity to further work with local authorities. Shivani holds a Master of Arts in European studies with Distinction, Postgraduate Diploma in Business Management, and Bachelor of Arts in Spanish and European Languages and Cultures from the University of Canterbury. Her passion for local government brings relevant experience to a newly created role.
Rachael McMillan

Rachael holds undergrad and post graduate degrees in Environmental Planning with a Masters in Demography. For her Masters Rachael researched interventions for dealing with population decline in regional and peripheral areas. Rachael was the recipient of the 2014 NIDEA Research Institute Masters Scholarship, a Waikato University Masters Award 2014 and the 2015 Statistics NZ Jacoby Prize for best student paper. Rachael has worked in a range of sectors – television, education, and environmental planning, as well as several years in the National Institute of Demographic & Economic Analysis (NIDEA). Rachael McMillan is currently a Strategic Analyst at Hamilton City Council.

He has an extensive background in business and business improvement, and project management and has managed the successful completion of a range of large projects in Southland such as Southland’s Whole of Community Broadband Network, as well as the successful completion of major civil and mechanical engineering projects including satellite and space ground stations and terrestrial television. He also took a lead in the establishment of New Zealand’s first indoor Velodrome.
He has wide ranging knowledge of the energy sector including the development of successive Southland Regional Energy Strategies, Aquaculture Strategy, Wood Energy South Project, Dairy Energy Efficiency initiatives, Waste to Energy Projects, Electric Vehicle deployment.
Nicky McDonald

Senior Strategic AdvisorNicky McDonald is the Senior Strategic Adviser at Nelson City Council. She is the recipient of a grant from the Winston Churchill Memorial Trust which is funding a Visiting Fellowship to the Oxford University Institute of Population Ageing in mid 2016. She will be researching policy approaches local authorities can take to the ageing demographic and studying examples in the UK.
Prior to entering local government Nicky was a New Zealand diplomat with postings as First Secretary to the United Nations, Counsellor covering regional issues at the New Zealand High Commission in Fiji and Deputy High Commissioner in India.
